Sustainability and scalability

A growing perspective in the field is also the need to build projects that are sustainable and scalable, rather than focusing on those which must be propped up by huge amounts of external funding and cannot survive for long without it.Also, many so-called "developing" countries, such as India (or other South Asian countries like Sri Lanka, Pakistan, and Bangladesh, as also nations like Malaysia, China, Indonesia, Brazil, South Africa and many others) have proved their skills in IT (information technology). In this context, unless these skills are tapped adequately to build on ICT4D projects, not only will a lot of potential be wasted, but a key indigenous partner in the growth of this sector would be lost. Also there would be unnecessary negative impact on the balance of payments due to imports in both hardware and software.Currently, the main two perspectives coming out of this sector either emphasize the need for external aid to build infrastructure before projects can touch viability, or the need to develop and build on local talent. Both approaches are, of course, not mutually exclusive.

Information and Communication Technologies for Development

Information and Communication Technologies for Development (ICT4D) is a general term referring to the application of Information and Communication Technologies (ICTs) within the field of socioeconomic development. ICT4D concerns itself directly with overcoming the barriers of the digital divide. ICTs can be applied either in the direct sense, where their use directly benefits the disadvantaged population in some manner, or in an indirect sense, where the ICTs assist aid organizations or non-governmental organizations or governments or businesses in order to improve socio-economic conditions. In many impoverished regions of the world, legislative and political measures are required to facilitate or enable application of ICTs, especially with respect to monopolistic communications structures and censorship laws.ICT4D can be interpreted as dealing with disadvantaged populations anywhere in the world, but it is more typically associated with applications in developing countries. It is becoming recognized as an interdisciplinary research field as can be noted by the number of conferences, workshops and publications in the field.[1][2] Such research have been spurred on in part by the need for scientifically validated benchmarks and results, which can be used to measure the efficacy of current projects.[3] Many international development agencies recognize the importance of ICT4D. For example the World Bank's GICT section has a dedicated team of some 200 staff working on these issues.A good example of the impact of ICTs on development are African farmers getting better market price information and thus not being impoverished by unfair corps buy-out people.[4] Another example includes mobile telecommunications and radio broadcasting fighting political corruption in Burundi.The dominant terminology used in this field is "ICT4D". Alternatives include ICTD and development informatics.

Information and Communication Technologies (ICT) is an umbrella term that covers all advanced technologies in manipulating and communicating information. The term is sometimes used in preference to Information Technology (IT), particularly on these two communities: education and government. The common usage ICT is synonymous assumed the fact that IT or ICT encompasses all mediums, to record information (magnetic disk/tape, optical disks (CD/DVD), flash memory etc. and arguably also paper records); technology for broadcasting information - radio, television; and technology for communicating through voice and sound or images - microphone, camera, loudspeaker, telephone to cellular phones. It includes the wide varieties of computing hardware (PCs, servers, mainframes, networked storage). Rapidly it develops personal hardware market the comprises mobile phones, personal devices, (MP3, MP4, MP5 and MP6) players, and so much more. The full gamut of this application software, from the smallest home-developed spreadsheet to the largest enterprise packages and online software services; and the hardware and software needed to operate networks for transmission of information, again ranging from a home network to the largest global private networks operated by major commercial enterprises and, of course, the Internet. Thus, "ICT" makes more explicit that technologies such as broadcasting and wireless mobile telecommunications are included.It should be noted that "ICT" with this English definition is different in nuance and scope compare to the "ICT" in Japanese term, which is more technical and narrow in scope.ICT capabilities vary widely from the sophistication of major western economies to lesser provision in the developing world. But the latter are catching up fast, often leapfrogging older generations of technology and developing new solutions that match their specific needs.

Information technology (IT), as defined by the Information Technology Association of America (ITAA), is "the study, design, development, implementation, support or management of computer-based information systems, particularly software applications and computer hardware."[1] IT deals with the use of electronic computers and computer software to convert, store, protect, process, transmit, and securely retrieve information.Today, the term information technology has ballooned to encompass many aspects of computing and technology, and the term has become very recognizable. The information technology umbrella can be quite large, covering many fields. IT professionals perform a variety of duties that range from installing applications to designing complex computer networks and information databases. A few of the duties that IT professionals perform may include data management, networking, engineering computer hardware, database and software design, as well as the management and administration of entire systems.When computer and communications technologies are combined, the result is information technology, or "infotech". Information technology is a general term that describes any technology that helps to produce, manipulate, store, communicate, and/or disseminate information. Presumably, when speaking of Information Technology (IT) as a whole, it is noted that the use of computers and information are associated.The term information technology is sometimes said to have been coined by Jim Domsic of Michigan in November 1981.[citation needed] Domsic, who worked as a computer manager for an automotive related industry, is supposed to have created the term to modernize the outdated phrase "data processing". The Oxford English Dictionary, however, in defining information technology as "the branch of technology concerned with the dissemination, processing, and storage of information, esp. by means of computers" provides an illustrative quote from the year 1958 (Leavitt & Whisler in Harvard Business Rev. XXXVI. 41/1 "The new technology does not yet have a single established name. We shall call it information technology.") that predates the so-far unsubstantiated Domsic coinage.

SIM Card


In addition to the battery, GSM mobile phones require a small microchip, called a Subscriber Identity Module or SIM Card, to function. Approximately the size of a small postage stamp, the SIM Card is usually placed underneath the battery in the rear of the unit, and (when properly activated) stores the phone's configuration data, and information about the phone itself, such as which calling plan the subscriber is using. When the subscriber removes the SIM Card, it can be re-inserted into another phone and used as normal.Each SIM Card is activated by use of a unique numerical identifier; once activated, the identifier is locked down and the card is permanently locked in to the activating network. For this reason, most retailers refuse to accept the return of an activated SIM Card.Those cell phones that do not use a SIM Card have the data programmed in to their memory. This data is accessed by using a special digit sequence to access the "NAM" as in "Name" or number programming menu. From here, one can add information such as a new number for your phone, new Service Provider numbers, new emergency numbers, change their Authentication Key or A-Key code, and update their Preferred Roaming List or PRL. However, to prevent someone from accidentally disabling their phone or removing it from the network, the Service Provider puts a lock on this data called a Master Subsidiary Lock or MSL.The MSL also ensures that the Service Provider gets payment for the phone that was purchased or "leased". For example, the Motorola RAZR V9C costs upwards of CAD $500. You can get one for approximately $200, depending on the carrier. The difference is paid by the customer in the form of a monthly bill. If the carrier did not use a MSL, then they may lose the $300–$400 difference that is paid in the monthly bill, since some customers would cancel their service and take the phone to another carrier.The MSL applies to the SIM only so once the contract has been completed the MSL still applies to the SIM. The phone however, is also initially locked by the manufacturer into the Service Providers MSL. This lock may be disabled so that the phone can use other Service Providers SIM cards. Most phones purchased outside the US are unlocked phones because there are numerous Service Providers in close proximity to one another or have overlapping coverage. The cost to unlock a phone varies but is usually very cheap and is sometimes provided by independent phone vendors.Having an unlocked phone is extremely useful for travelers due to the high cost of using the MSL Service Providers access when outside the normal coverage areas. It can cost sometimes up to 10 times as much to use a locked phone overseas as in the normal service area, even with discounted rates. T-Mobile will provide a SIM unlock code to account holders in good standing after 90 days according to their FAQ.For example, in Jamaica, an AT&T subscriber might pay in excess of US$1.65 per minute for discounted international service while a B-Mobile (Jamaican) customer would pay US$0.20 per minute for the same international service. Some Service Providers focus sales on international sales while others focus on regional sales. For example, the same B-Mobile customer might pay more for local calls but less for international calls than a subscriber to the Jamaican national phone C&W (Cable & Wireless) company. These rate differences are mainly due to currency variations because SIM purchases are made in the local currency. In the US, this type of service competition does not exist because some of the major Service Providers do not offer Pay-As-You-Go services.
